Supplying HKN in Kurdistan

At a glance

Start by identifying the operating entity and the exact work. HKN’s official website identifies HKN Energy Ltd. as Sarsang operator and HKN Atrush Ltd. as Atrush operator. Its Atrush closing announcement confirms a separate affiliate structure. A supplier should not assume that a registration, agreement or past relationship with one entity automatically covers the other. HKN operations, Atrush closing announcement, 7 August 2024

How can a supplier prepare to work with HKN?

Start by identifying the operating entity and the exact work. HKN’s official website identifies HKN Energy Ltd. as Sarsang operator and HKN Atrush Ltd. as Atrush operator. Its Atrush closing announcement confirms a separate affiliate structure. A supplier should not assume that a registration, agreement or past relationship with one entity automatically covers the other. HKN operations, Atrush closing announcement, 7 August 2024

The public sources reviewed do not provide a complete HKN-specific supplier-onboarding checklist, open registration portal or tender-evaluation formula. This guide therefore separates the regional qualification framework from HKN’s own published commitments; and identifies what must be confirmed for a particular opportunity.

What can be established about the qualification route?

MNR’s regional oilfield-services registration and activity-listing framework is the relevant starting point to investigate. The official MNR registration entry page is publicly accessible and links to company categories and an activity catalogue. It asks for an OSC category, business activities and an authorised representative. The visible entry form is not the complete qualification assessment, and creating an account would not itself establish approval.

Before seeking a buyer clarification, prepare a concise description of the company, the target block and the exact supply or service. Separate delivery from overseas from any installation, servicing or other work inside Kurdistan. Keep the regional qualification requirements separate from any additional HKN-issued questionnaire.

What does HKN publish about HSE?

HKN describes an HSE management system and expects employees, contractors and other stakeholders to take personal responsibility for a safe operating culture. Its public safety page also refers to applicable international and local rules. It does not list a universal supplier certification requirement, minimum incident-rate threshold or prequalification score. HKN Health & Safety

As a preparation step, organise evidence explaining how the proposed work would be carried out safely. Depending on the actual scope, that might involve competency records, equipment inspection history, task risk assessments and emergency arrangements. These are examples of useful readiness evidence, not confirmed mandatory HKN attachments. The issued procurement documents must determine what is required.

Does HKN give preference to local companies?

HKN’s corporate-responsibility overview expresses a commitment to local employment, contracting with local enterprises and community investment. That supports a statement that local economic participation matters to HKN. It does not establish a published local-price preference, reserved award percentage or automatic entitlement for a locally registered company. HKN corporate-responsibility overview

For a proposed local partnership, explain who will employ the personnel, own or provide the equipment, sign the contract and carry the delivery obligations. Do not substitute a local partner’s name for proof that the proposed contracting and delivery arrangement is eligible and capable.

How are HKN tenders evaluated?

A defensible public answer is that HKN’s detailed tender scoring and approval process were not established from the official sources reviewed. We have not verified a universal sequence of technical opening, commercial opening, negotiation and award; a fixed technical/commercial weighting; or a rule that the cheapest or most local bid wins.

For an identified opportunity, request or check:

  1. The exact contracting entity and tender reference.
  2. Whether a prequalification exercise is required for that scope.
  3. Applicable MNR activity approval and any additional buyer qualification.
  4. Mandatory technical, quality, HSE and commercial submissions.
  5. The authorised submission channel and clarification procedure.
  6. Treatment of subcontractors, manufacturer authorisations and contract exceptions.
  7. Any published local-participation requirement for that event.

This is a clarification checklist for suppliers, not a statement that HKN has adopted seven public tender stages. Neither an investor presentation describing a project nor an old procurement reference demonstrates a live opportunity.

Questions

Is the same legal operator responsible for Sarsang and Atrush?
HKN’s website names HKN Energy Ltd. for Sarsang and HKN Atrush Ltd. for Atrush. Confirm the intended contracting entity instead of assuming one relationship covers both.
Is a complete public HKN supplier checklist available?
A complete checklist, open onboarding portal and universal scoring formula were not established from the official sources reviewed. Obtain the buyer’s instructions for the particular opportunity.
Does a local partner guarantee an award?
No. The published local-enterprise commitment does not establish automatic entitlement or a reserved award percentage. Eligibility, capability and buyer requirements still need confirmation.

Vendor registration

Prepare the right evidence before pursuing an opportunity

A useful first review produces three outputs: a precise scope description; an eligibility and document-gap list; and the questions that need an official buyer answer. That is more reliable than presenting a generic registration certificate as proof of readiness for every product, service or block. A readiness review with Keybridge can help organise that preparation and define any registration-coordination work to agree. Tell us whether you are targeting Sarsang or Atrush, what you supply, and whether delivery includes on-the-ground services. Qualification, tender invitations and awards are not guaranteed, and the buyer retains its procurement decisions. Keybridge provides independent support, not HKN approval.
