ISO 39001 at a glance

Published: October 2012. ISO 39001:2012 is the current edition.
Structure: Annex SL high level structure. 10 clauses. It was among the first standards published on that structure, so clauses 4 to 10 line up with ISO 45001 and ISO 9001.
Certifiable: Yes. The company is certified for the road traffic it creates, and the scope names the fleet and the operations covered.
Certificate validity: Check the dates and current status of the issued certificate; continued validity depends on meeting the certification body’s conditions.
Surveillance: Follow-up audits check that the management system continues to meet requirements between certification decisions.
Audit planning: Sites, activities, workforce and complexity affect the audit plan; the certification body determines the required audit time.
What the scope covers: Only the sites and activities written into the scope. Anything left out of it is not covered.
What the certificate says: The company name, the standard, the scope and the dates the certificate runs.
Language of the system: We write the documentation in the language the company works in: Arabic, Kurdish or English. Driver rules and journey forms are written in the language the drivers read.

What ISO 39001 is

ISO 39001:2012 is the international standard for a road traffic safety management system. It asks a company that drives for work to measure the road traffic it creates, control the factors that decide whether a crash kills or injures someone, and set targets to bring those numbers down. It covers drivers, vehicles, routes, speed, loads and what happens after a crash.

What the standard requires

Clauses 1 to 3 cover scope, normative references and terms. Clauses 4 to 10 are the requirements an auditor checks.
Clause 4, context. State the road traffic the company creates and uses, name the parties involved, and set which fleet and operations the system covers.
Clause 5, leadership. Management signs the road traffic safety policy and gives the coordinator authority over journeys, vehicles and drivers.
Clause 6, planning. Pick the performance factors the company can influence: distance driven, speed, seat belt use, driver fatigue, alcohol, vehicle condition, route choice and load. Set targets with numbers and dates.
Clause 7, support. Driver licences, medical checks and defensive driving records, plus control of documents and records.
Clause 8, operation. Run journey management, control vehicle selection and maintenance, control driving hours and rest, and prepare the response to a crash including first aid, recovery and reporting.
Clause 9, performance evaluation. Measure the factors and the outcomes, investigate every crash and near miss, run internal audits on a plan, and hold a management review.
Clause 10, improvement. Log every incident and nonconformity, find the cause, correct it, and show the numbers came down over the period.

What shapes your investment

Number of vehicles and drivers, which sets how many auditor days the audit takes.
Number of yards and depots and whether the auditor has to travel to Erbil, Sulaymaniyah, Baghdad or Basra.
Types of vehicle in scope, because tankers, buses and heavy haulage each need rules of their own.
Number of routes and whether any cross a border or a licence block boundary.
Whether in vehicle monitoring is already fitted and reporting, or has to be specified first.
Languages the documentation and the driver forms are written in.
Whether ISO 39001 is built alone or together with ISO 45001 and ISO 9001 as one system; the certification body determines the audit time.
Number of findings at the audit and how much evidence is needed to close them.

Questions

Does ISO 39001 replace driver and vehicle licences?

No. It concerns the road traffic safety management system. Driving authorisations, vehicle approvals and applicable transport rules remain separate obligations.

Does the system address other road users?

Yes. Road traffic safety includes interactions with passengers, pedestrians and other vehicles, as well as the organisation’s own drivers and vehicles.

Will this meet our buyer’s requirements?

We review the buyer’s stated requirement against the scope and issuing body before proceeding. Acceptance of your supplier application remains the buyer’s decision.

What happens after certification is granted?

Keep the system and records current, address findings and follow the assessment body’s surveillance and renewal requirements. Any ongoing support is agreed separately.

Does ISO 39001 require a particular vehicle-monitoring system?

Technology should support the risks and performance factors you need to manage. A buyer may set additional vehicle-monitoring requirements in its contract.

Is ISO 39001 the same as occupational safety certification?

No. It focuses on road-traffic safety within the organisation’s influence. Occupational health and safety covers a different management-system scope.
